Summary
The new Constitution adopted in the December 2012 referendum introduced for the first time in Egypt the concept of a single, permanent election management body, the National Election Commission (NEC), to oversee all types of elections and referenda. This Briefing Paper will present the new concept for election administration and discuss to what extent it provides a resolution to problems noted in prior elections processes.
This Briefing Paper argues that it is a unique and important opportunity to provide the National Election Commission (NEC) in Egypt with a clear mandate, comprehensive structure and adequate budget, and to provide a set of principles to guide the future work of the election administration in general and the NEC in particular.
