Deepfakes: How prepared are we?

To find out more about how deepfakes may impact our democracies, DRI’s Rafael Goldzweig and Madeline Brady interviewed 22 experts from civil society, tech companies, academia, think tanks and technical deepfake creators.

How prepared are we for the threat of deepfakes to democratic discourse? What can we expect, when is the threat going to materialise and who will be the perpetrators? Based on these questions, we developed potential threat scenarios, ranging from short-term to long-term. The report also includes an overview of experts’ assessment of societal, technical and platform preparedness. So, what should be done next? Our topline recommendations include:

  • working within the disinformation framework,
  • fostering a resilient ecosystem and
  • preparing to respond rapidly to any threat.

This report is the second in a three-part series exploring deepfakes as an emerging disinformation threat. In the first paper, we provided an overview of the deepfake threat. In a final paper, DRI will make specific recommendations on deepfake disinformation threats during elections.

This series is part of a project funded by the German Federal Foreign Office.
