The referendum on self-determination of Southern Sudan, scheduled for 9 January 2011, is considered by many as the defining event in the implementation of the Comprehensive Peace Agreement of 2005 (CPA), which ended two decades of civil war between North and South. In this report, Democracy Reporting International assesses the Referendum Act and provides recommendations to the Referendum Commission for addressing the weaknesses of the Act through the adoption of regulations.
