DRI and LFPCP developed two draft laws: one on municipal fees and revenues and another one on procedures for collecting these fees and revenues. The proposal was handed over to Adnan Daher, the Secretary General of the Lebanese Parliament. This law proposal was initiated by the Lebanese Foundation for Permanent Civil Peace (LFPCP) and the Democracy Reporting International (DRI) organisation, and was written by Judge Eli Maalouf, with legal review by Simon Mouawad. DRI and LFPCP will be meeting the various parliamentary blocs to hand them a copy of the draft laws and advocate for their adoption.

The proposals address the procedures that municipalities should follow to collect municipal fees and revenues, based on legal research and interviews with several mayors and experts. DRI and LFPCP aim at submitting these proposals to parliamentary committees for study and comment before presenting it to the General Assembly.
