Report: Decentralisation in Libya

This report describes theories of decentralisation and places them in the Libyan context. The purpose of the report is to give civil society groups, lawyers, academics, and policymakers new tools to talk about decentralisation, and to move the discussion from conflict-prone binaries (federal vs. anti-federal, centralised vs. decentralised) to a reasoned debate over policy options.
