Background 

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide. DRI has been present in Sri Lanka since May 2016.

DRI is implementing the three-year project “Supporting Human and Labour Rights through GSP+” (the Project) funded by the European Union (Grant Giver) to support civil society and social partners to become effective advocates and drivers of change ensuring that the EU Generalized Scheme of Preferences Plus (GSP+) beneficiary countries meet their commitments to effectively implement core international conventions. The specific objectives are supporting an empowering the civil society/ social partners in monitoring the relevant conventions under the GSP+ process and supporting the implementation and reforms necessary for scheme beneficiary countries to meet their commitments under the 15 human and labour rights conventions of GSP+.

 

Objectives and Role:

Under the supervision of the Director of Programmes and his assigned representative the legal expert will undertake the following roles and responsibilities to prepare, conduct and follow up on multi-stakeholder awareness sessions as well as trainings on and engagement in the monitoring of human rights compliance related to GSP+ falling under the Project.

 

Duties and Responsibilities

  • Support DRI in designing awareness raising activities on human and labour rights at the nexus of GSP+ as well as CSO engagement in human rights compliance initiatives;
  • Conduct research, work closely with the DRI Sri Lanka Office and Headquarter teams to prepare and translate workshop materials and background information for stakeholders and project beneficiaries;
  • Deliver awareness and human rights compliance trainings on the GSP+ mechanism and international human rights instruments;
  • Contribute to Monitoring, Evaluation and Learning (MEL) activities as well as reporting on the success of each session including post-session follow ups;
  • Liaise with civil society activists/organizations for activity implementation;
  • Contribute to DRI global publications, expert briefings and trainings.

 

Duration and Location

The local expert shall be based in any part of Sri Lanka with the ability to travel to all districts and the DRI country office in Colombo. The duration of the assignment is maximum 19 months and shall commence on 01st of June 2018 and end on 30th November 2019 during which the expert is expected to work for maximum of 40 days.

 

Qualifications

  • University degree in law and political science or other relevant fields;
  • At least three years of practical training delivery experience on human rights including relevant international conventions, human rights monitoring and reporting mechanisms;
  • Proven knowledge of the international humanrights system, GSP+ and role of civil society in human rights compliance initiatives;
  • Fluency in English and Sinhala;
  • Proven report-writing, communication and presentation
