American, holds degrees in Political Science and English and World Literature from the Claremont Colleges in California. Ray currently manages DRI’s work in Myanmar and technology and democracy and publishes on social media and elections, constitution-making, and transparency and accountability. He has six years of experience working on electoral and constitutional reform projects in Tunisia, Pakistan, Sri Lanka, and Myanmar. Ray previously worked at The Carter Center, where he supported the launch of the Election Obligations and Standards Database and researched election observation and electoral integrity. Prior to his work in democracy assistance, he worked for six years as a communications specialist in the US Armed Forces.
