In 2014, Tunisia adopted a new constitution which calls for the creation of a new Constitutional Court. Six years later, this court has still not been put in place. This report aims to show how the absence of the Constitutional Court in Tunisia during the 2014-2019 legislature prevented any constitutional revision and allowed new standards to enter the legal order, risking constitutional errors. The report also highlights the dysfunctional nature of the Tunisian political regime during the first legislature due to the absence of the Court.
