Briefing Paper 38: Rules of Procedure of the General Congress of Libya

The rules of procedure of the General National Congress (GNC) of Libya are adequate in many respects to ensure a proper parliamentary process, but they should be improved to allow inclusiveness, accountability and transparency. Such changes would help to make parliament more efficient. The analysis is based on the rules of procedure passed by the GNC in August 2012, still in force as of May 2013.
