Constitutional reforms have been at the center of many political crises in Ukraine. The current transition offers a rare chance for making key changes to strengthen parliament and to increase the judiciary’s independence, as long recommended by the Council of Europe. To succeed reforms should take place in the course of the year. Parliament should conduct public consultations to increase understanding and acceptance of these reforms across Ukraine.
